The development objectives of the Second Resilience Development Policy Operation in Tuvalu support the government's efforts to: (i) strengthen public financial management; (ii) enhance infrastructure management, and disaster- and climate-resilience; and (iii) improve social protection and inclusion in education. The operation builds on the achievements under the previous development policy operations (DPO) series and the first DPO in this programmatic series. Pillar 1 supports reforms to increase the efficiency and equity of public health care spending and to strengthen procurement regulation for better efficiency and transparency. Pillar 2 supports increased resilience of the built environment and infrastructure, as well as stronger emergency preparedness, response, and post-disaster recovery. Pillar 3 supports the inclusion and removal of barriers that limit the full participation of persons with disability in education, social and economic life. The operation aligns with the national priorities set forth in the Tuvalu's National Strategy for Sustainable Development 2021-2030. The areas on which the proposed operation is focused are also central to the PIC-9 Regional Partnership Framework (RPF) for nine small Pacific Island Countries, including Tuvalu. The operation reflects the Government of Tuvalu's (GoT's) commitment to a reform agenda aligned to the nation's long-term development plan, and a strong partnership with development partners. Under the leadership of the GoT, the World Bank's development policy engagement in Tuvalu takes place jointly with other major development partners.
Objectives
The operation aims to support the government's efforts to: (i) strengthen public financial management; (ii) enhance infrastructure management, and disaster- and climate-resilience; and (iii) improve social protection and inclusion in education.
