The objectives of the Human Capital Resilience Project for Saint Lucia are: (a) to improve the labor market relevance of skills in selected sectors; and (b) to increase efficiency and coverage of the social protection system in Saint Lucia. There are three components to the project, the first component being strengthening technical and vocational education and training. Component one aims to strengthen the TVET system to increase provision of labor market-relevant skills. It will do so by implementing a strengthened enabling environment for TVET, rationalizing existing courses and supporting new TVET offerings, supporting the professional development of TVET trainers, providing financial assistance to low-income students, and supporting sponsored internships and job placements in the private sector. Component one is composed of two subcomponents: strengthened enabling environment for TVET, and improved TVET offerings. The second component is the strengthening the social protection system. Component two aims to strengthen the social protection system to increase the efficiency and coverage of the system. This component includes two subcomponents: strengthened social protection policy framework, and improved coverage and implementation of flagship social programs. The third component is the technical assistance, capacity building, TVET equipment and furniture, and project management. Component three supports the results-based components of the Project through targeted investments in technical assistance and equipment and through project management. It is composed of three subcomponents: technical assistance and capacity building, TVET equipment and furniture, and project management.

The objectives of the Project are: (a) to improve the labor market relevance of skills in selected sectors; and (b) to increase efficiency and coverage of the social protection system in Saint Lucia.

Target comment
The Bank team reviewed the PAP Operational Manual and confirmed that the manual is an important improvement over previous versions, which were over a decade old and not reflecting the operational procedures in place. Although the recently finalized operational manual is not perfect, it is a solid foundation and a step in the right direction. The Ministry of Equity confirmed that the Operatonal Manual will be formally approved by the Ministry and shared with the Bank. This will be enough for the achievement of the DLR. Both the Ministry of Equity and the Bank team emphasized that the Operational Manual is a live document that will be continuously udated and improved to better capture operational procedures and serve as a guide for anyone involved in the design and implementation of public assistance in Saint Lucia.
