The Bank team reviewed the PAP Operational Manual and confirmed that the manual is an important improvement over previous versions, which were over a decade old and not reflecting the operational procedures in place. Although the recently finalized operational manual is not perfect, it is a solid foundation and a step in the right direction. The Ministry of Equity confirmed that the Operatonal Manual will be formally approved by the Ministry and shared with the Bank. This will be enough for the achievement of the DLR. Both the Ministry of Equity and the Bank team emphasized that the Operational Manual is a live document that will be continuously udated and improved to better capture operational procedures and serve as a guide for anyone involved in the design and implementation of public assistance in Saint Lucia. |
