The Project Development Objective is to strengthen foundational skills in education and improve the relevance of training programs to the recipient's strategic development plan.

The development objective of the Education and Skills Development Enhancement Project for Cabo Verde is to strengthen foundational skills in education and improve the relevance of training programs to the recipient's strategic development plan. It has three components. First component, Support to the Basic Education Reform will support the expansion of the basic education system from six to eight years and subsequent curriculum revision through a results-based financing approach (RBF); Second component, Support to demand-based training financing schemes will support the Government in operationalizing the Skills Development Fund (SDF).It has two sub-components. i) Skills Development Grants will finance Skills Development Grants (Grants) to public and private training providers to cover the costs associated with the elaboration and delivery of training programs for the priority skills to be identified for two industries (tourism and ICT). ii) Scholarships will provide scholarships to about 2,000 young Cabo Verdeans in prioritytraining programs; Third component, Support to the Education and Skills Development Reforms and Project Management will finance TA to support activities planned under Components 1 and 2, as well as specific costs related to project management.
