Multi-hazard response preparednessBuilding the responsiveness, capability and capacity of international, regional and national humanitarian actors to disasters. Support to the institutional capacities of national and local government, specialised humanitarian bodies, and civil society organisations to anticipate, respond and recover from the impact of potential, imminent and current hazardous events and emergency situations that pose humanitarian threats and could call for a humanitarian response. This includes risk analysis and assessment, mitigation, preparedness, such as stockpiling of emergency items and training and capacity building aimed to increase the speed and effectiveness of lifesaving assistance delivered in the occurrence of crisis.

Sections I.F.2 of the Schedule to the Project Agreement:Prior to inviting any bids from contractors/providers or awarding anyMatching Grant to beneficiaries, AIWTDS to: (a) screen the Project activities as per the EMF, SMF and RPF-cum-IPDF; (b) prepare asapplicable the EMP(s), SMP(s), RAP(s) of IPDP(s) required for such activities under the EMF, SMF and/or RPF-cum-IPDF, and (c)publicly disclose all safeguard documents in local language(s) at the relevant Project's sites, at least 30 days prior to invitingany bids or awarding a Matching Grant.

Sections I.F.3 of the Schedule to the Project Agreement:AIWTDS to ensure that prior to commencing any civil works or theoperation of any new vessel: (a) all necessary governmental permits and clearances have been obtained; (b) allpre-construction/pre-operation conditions imposed by the governmental authorities have been complied with/fulfilled; and (c) in thecase of civil works, any resettlement or social protection measures required in relation to such civil works have been fullyexecuted (including full payment of compensation prior to displacement and/or the provision of relocation assistance).

Sections I.F.4 of the Schedule to the Project Agreement:AIWTDS to ensure that each contract for civil works includes theobligation of the relevant contractor to comply with the relevant safeguard documents including the preparation of a labor-influxrisk mitigation plan and a GBV action plan. Each such contract shall mandate that the contract request all works to sign a code ofconduct adhering to such labor-influx risk management plan and GBV action plan as pre-condition for employment in such civil works.Contractors shall also maintain internal complaint committees.

Sections I.F.5 of the Schedule to the Project Agreement:AIWTDS to draft within 3 months of effectiveness, standard operatingprocedures, setting forth the safety and security measures for passengers, and their implementation protocols, in relation togender-based violence in IWT, and DIWTA, ASC, APC and all private ferry or terminal operators receiving, or benefiting from, theProject's financial support shall adhere to and comply with these GBV-SOP as a precondition for such support, and establishinternal complaint committees.

Sections I.F.6 of the Schedule to the Project Agreement:AIWTDS to: (a) maintain monitoring and evaluation protocols and recordkeeping procedures acceptable to the Bank and adequate to supervise and assess the implementation of / compliance with thesafeguard documents; and (b) select and hire within 6 months of effectiveness a safeguard monitoring consultant with qualificationsand experience and TORs acceptable to the Bank, to prepare semi-annual safeguards monitoring reports.

Sections I.F.7 of the Schedule to the Project Agreement:AIWTDS to strengthen within 3 months of effectiveness the currentmulti-tier, project-specific grievance processing and redress mechanism for handling stakeholder complaints arising out of theProject.

Sections II.2 of the Schedule to the Project Agreement:AIWTDS to prepare and furnish by no late than December 31, 2022 a mid-termreview report in a manner and substance satisfactory to the bank, and by February 15, 2023, review such report with the Bank, andtake all measures required to ensure efficient completion of the Project and achievement of the Project's objectives.
