Despite the fact that nearly 3.3 billion people worldwide are classified as highly vulnerable to climate change, the allocation of climate funds for health initiatives remains critically low. Globally, a mere 0.5% of multilateral climate finance is directed towards projects specifically aimed at safeguarding or enhancing human health. Further, the funds that are available are siloed. For example, funds for energy transitions and substitution are not linked to health sector resilience, and funds for water conservation are rarely linked to water, sanitation and hygiene interventions by the health sector. Significant under investment and missed opportunities to integrate solutions severely hamper countries' capacities, particularly those in the low- and middle-income brackets, to effectively tackle the escalating risk posed by climate change to health.  \n\nThe overall goal of this project is to strengthen the capacity of health decision-makers to access and effectively utilize climate financing to build resilient health systems, fostering cross-sectoral collaboration and maximizing health co-benefits from investments in other sectors in Uganda and Senegal. The research teams will analyze barriers and enablers for mobilizing climate-health finance and develop toolkits for supporting health decision-makers to access climate finance in their respective countries. Promising progress is already underway toward achieving this vision. For example, in December 2023, Rwanda launched Africa's first-ever mRNA vaccine manufacturing facility. \n\nHowever, efforts to boost Africa's vaccine production capacity are largely focused on strengthening manufacturing and distribution with minimal emphasis on improving vaccine uptake. Vaccine uptake remains a huge global challenge. Ensuring policy coherence, such as aligning domestic agricultural subsidies, taxes and trade policies with interventions for better nutrition, is a complex undertaking. This project will address the research gap on how fiscal and trade policies interact with dietary patterns and consumption choices to impact nutrition and health outcomes.\n\nThis project aims to develop a South Asian research, policy and practice network for deploying fiscal and trade policies to improve access and affordability of healthy diets. The project team will use scoping reviews and exploratory research techniques to develop country-specific analysis to identify and use fiscal and trade measures to overcome the triple burden of wasting, stunting and obesity, and to promote healthy diets. This analysis will include an assessment on how national food safety requirements are connected to trade policies.
