Considerando la natura, la posizione ed il potenziale di utilizzo degli spazi in questione, si propone l'istituzione di un centro multifunzionale integrato con una doppia funzione di spazio per (i) l'innovazione e lo sviluppo imprenditoriale, attraverso la formazione, l’incubazione, la mentorship e la proposta di infrastrutture di co-working per start-up e imprese emergenti nel settore dell’artigianato e del design; e (ii) la promozione e animazione socioculturale nel tessuto della comunità della medina. In linea con il Protocollo d'Accordo (MoU) 2021-2023, la seconda fase del progetto mira a sviluppare il settore agricolo promuovendo l’agricoltura biologica mediante la creazione di bioterritori. L’iniziativa, gestita dalle stesse strutture della prima fase per garantire continuità e coerenza, si basa su un approccio partecipativo e uno sviluppo integrato e sostenibile delle zone pilota, con lo scopo di preservare le risorse naturali e valorizzare le specificità socioculturali locali.  L’obiettivo principale è promuovere l’agricoltura biologica in Tunisia come strumento di crescita socioeconomica, evidenziando il suo ruolo multifunzionale e la sua sinergia con gli altri settori dell’economia locale. I cinque siti pilota, selezionati tramite uno studio condotto nel 2013-2014 da Ali Chelbi Consulting (ACC) e dal CIHEAM Bari e finanziato dalla DGAB, sono: Hazoua (Tozeur), Kesra (Siliana), Majel Bel Abbes (Kasserine), Haouaria (Nabeul) e Sejnène (Bizerte).  L’iniziativa si articola in cinque aree tematiche principali: economica, giuridica, assistenza tecnica e formazione, socioculturale e ambientale. La seconda componente, costituita dalla presente iniziativa, con un budget di 5,5 milioni di euro, punta a integrare i porti nel tessuto socioeconomico locale, migliorando le opportunità di occupazione e sostenendo la pesca artigianale, rafforzando al contempo le capacità delle autorità locali nel controllo della pesca illecita. Attraverso un approccio inclusivo e integrato che possa rafforzare tutte le fasi della filiera della pesca, NEMO HOUT mira a promuovere l'economia blu della Tunisia, prestando particolare attenzione alle condizioni di lavoro dei piccoli pescatori e delle imprese commerciali, nonché ai servizi pubblici e privati necessari per garantire la disponibilità di prodotti di qualità ai consumatori. A questo scopo l’Iniziativa agisce sul miglioramento della gestione urbana in chiave sostenibile, integrata e partecipativa nell’ambito dei Rifiuti Solidi Urbani (RSU) e dell’Efficientamento Energetico (EE) e l’utilizzo di Energie Rinnovabili (ER) sulla base dei bisogni identificati tramite tre assi strategici: 1) formazione e good governance: previsti programmi formativi per il potenziamento delle competenze e della capacità dei decisori politici e personale tecnico dei comuni per aumentare l’efficienza della programmazione, pianificazione e gestione urbana e garantire una migliore erogazione dei servizi di pubblica utilità maggiormente inquinanti come la gestione rifiuti e il consumo d’energia; e l’elaborazione di Piano di Azione tematici per il trattamento dei rifiuti e la riduzione dei consumi e costi energetici. 2) coinvolgimento società civile: inseriti programmi formazione e campagne sensibilizzazione delle Organizzazioni della Società Civile (OSC) locali, Scuole e cittadinanza per garantire una maggiore diffusione di pratiche, strumenti e tecnologie legati alla gestione dei rifiuti e l’uso di energia. In questo modo, da un lato si rafforza il collegamento necessario tra la popolazione e le istituzioni locali nella buona riuscita di misure volte allo sviluppo urbano sostenibile e dall’altro si alimenta un effetto moltiplicatore sull’impatto dei benefici nell’adozione di misure di adattamento ai cambiamenti climatici. 3) adozione di soluzioni innovative e modelli tecnologici: promossi interventi volti all’adozione di tecnologie a basse emissioni climalteranti legate all’efficientamento energetico e l’utilizzo di energie rinnovabili come illuminazione pubblica a LED e smart con rilevamento di movimento, pannelli solari per l’alimentazione di spazi ed edifici pubblici e all’utilizzo di misure sostenibili relative alla gestione dei RSU come sistemi di compostaggio municipale e scolastico e soluzioni pilota di raccolta differenziata porta a porta. 3) scambio di know-how e networking pubblico-privato: previsti strumenti per lo scambio di buone pratiche e know-how e per la creazione di network tra Italia-Tunisia per agevolare lo scambio di competenze e le sinergie multi-stakeholder e tra attori pubblici e privati sulla gestione pubblica ambientale ed energetica. L’approccio multistakeholder e integrato prevede un partenariato composto da partner istituzionali e tecnici e rappresentanti della società civile con solide expertise sulle tematiche della gestione urbana sostenibile e della tutela ambientale. I gruppi target sono gli operatori del settore zootecnico, in particolare: famiglie di allevatori (con attenzione specifica a donne e giovani); tecnici istituzionali e funzionari del settore zootecnico e lattiero caseario. ZAFIT adotterà un approccio di gender mainstreaming in tutte le sue fasi con l’obiettivo di favorire l’inclusione lavorativa e l’empowerment femminile nel settore e nelle comunità di riferimento (P.O OCSE/DAC Gender Equality). In Tunisia il ruolo della donna nel settore agrozootecnico, seppur non pienamente riconosciuto, risulta centrale nella gestione della mandria e nelle connesse attività di trasformazione. Nonostante il loro importante contributo, le donne devono affrontare maggiori vincoli rispetto agli uomini in termini di accesso ai servizi di divulgazione e di assistenza, con conseguenti impatti sulla fase di produzione da loro eseguite (alimentazione, igiene, mungitura). Nella logica d’intervento, l’iniziativa si propone di sostenere le piccolissime e piccole realtà produttive promuovendo un'agricoltura familiare e sistemi alimentari sostenibili, sopperendo ai gap di competenze tecniche rilevate nella catena di valore della filiera. Saranno trasferite innovazioni di processo e di prodotto per migliorare la gestione sostenibile dell’azienda (P.O OCSE/DAC Aid to Env.) a beneficio del benessere degli animali e della salute dei consumatori e la diversificazione della produzione (P.O OCSE/DAC Env. e Nutrition), all’efficientamento dell’utilizzo delle risorse naturali, in particolare quella idrica (RIO Marker Clim. Ch. Mitig). Saranno formati operatori e tecnici istituzionali nelle pratiche di raccolta dati (zootecnici, agronomici, climatici) e nel monitoraggio per la valutazione degli impatti ambientali (RIO Marker Clim. Ch. Mitig.). Tali attività insieme all’affiancamento all’imprenditorialità per giovani e donne, equipaggiamenti per le imprese in loco, scambi ed eventi B2B ed opportunità di business tra aziende italiane e tunisine (P.O Trade) daranno impulso allo sviluppo del tessuto produttivo zootecnico (piano di azione sulla filiera agro-zootecnica in Tunisia -P.O OCSE/DAC Participatory Dev.) e quindi alla creazione di ulteriori opportunità di impiego. Il partenariato si muove in maniera sinergica e multidisciplinare. Da un lato enti istituzionali (Comune, Provincia e Cam. di Com. di Cremona, ANCI Lomb., Govern. della Siliana e Commissariato reg. allo sviluppo agricolo CRDA) per il rafforzamento della filiera agro-zootecnica che farà da volano in Tunisia per affrontare le nuove sfide della transizione ecologica e digitale. Dall’altro lato il CIHEAM Bari (Org. internazionale), enti scientifici di grande rilievo (Univ. Il target principale dell'iniziativa è rappresentato da un gruppo di coltivatori e coltivatrici che saranno accompagnati nella transizione agroecologica, con il duplice obiettivo di ridurre l'impatto ambientale delle loro produzioni e di aumentarne il valore aggiunto e l’accesso ai mercati. Parallelamente, si prevede che la sensibilizzazione ambientale avrà un impatto positivo sulla nutrizione dei minori, soprattutto in età scolare, attraverso la connessione tra le produzioni agricole sostenibili e le mense scolastiche. Il progetto nasce dalla necessità urgente di intervenire sul territorio e sulle risorse idriche, che subiscono gli effetti combinati delle crisi climatiche e del modello produttivo agricolo attuale, caratterizzato da un elevato consumo di acqua e prodotti chimici. Il partenariato, guidato da ARCS con la sua vasta esperienza nella diffusione dell'agroecologia nella regione, coinvolge una serie di partner consolidati, come il Commissariato Regionale all’Agricoltura di Ben Arous (CRDA), la società pubblica \"è-comune\" di Nuoro, già coinvolta in progetti di riutilizzo dei rifiuti in Tunisia, l'Associazione Tunisina di Permacultura (ATP), la Fondazione Giovanni Paolo II (FGPII), partner di ARCS in progetti di commercializzazione agricola in altri Paesi, la società Aqa di Mantova, specializzata nella gestione delle risorse idriche, il Comune di Mantova, per tematiche ambientali, nutrizione e organizzazione dei servizi) e Equo Garantito (per la commercializzazione. A livello locale, il progetto sfrutta le relazioni consolidate con il Commissariato Regionale all’Educazione (CRE), l’Agenzia di Divulgazione e Formazione Agricola AVFA), i Gruppi di Sviluppo Agricolo (GDA) femminili e l'Office National de l’Assainissement (ONAS), già collaboratori di ARCS in progetti passati. The initiative contributes to food security in Tunisia (Nutrition) by promoting access to sufficient and safe nutrition (SDG 2.1), through agroecological interventions that support the environment by strengthening the resilience of the land (Aid to environment). Therefore, the project contributes to preventing natural disasters (DDR), through participatory processes that make communities protagonists of change (Participatory Development) and by placing women at the center of the process of safeguarding food security and sovereignty, as drivers of change (Gender Equality). The difficulty in achieving the objectives of food security and sovereignty in Tunisia are connected to the impoverishment of the agricultural sector which has to face multiple challenges including the reduction of available manpower, the dependence on international markets for the import of seeds and food products and the deterioration of natural resources due to unsustainable agricultural exploitation and climate change. In consideration of these vulnerabilities, FASSA promotes the consolidation of fair, resilient and inclusive based value chains in the target territories, encouraging the protagonism of women farmers and accompanying collective economic structures and networks in a process of strengthening production, marketing and consumption systems sustainable on a social, economic and environmental level. The project, starting from the awareness of the key role played by women in promoting sustainable agri-food systems, focuses on strengthening two strategic supply chains for food security: the supply chain of local and selfproduced fodder seeds intended for livestock and the milk supply chain. Starting from the elements that emerged from the needs assessment carried out by the partners, FASSA is divided into 3 axes of intervention: ● Empowerment of women farmers/producers to strengthen their decision-making power and protagonism in the economic structures of the agri-food sectors. In each territory, a group of \"resource women\" will participatory develop \"women's agendas\" to identify priority needs and challenges regarding inclusion and participation, and proposing practical solutions to the problems identified through the implementation of pilot actions. ● Promote the adoption of sustainable agricultural practices: the members of the cooperatives will strengthen their skills in the fields of social and solidarity economy, agroecology and cooperativism and will be the protagonists of a technical and structural support process aimed at strengthening the different stages of the two supply chains in a sustainable way. Pilot plots will be created to self-produce and enhance fodder seeds for breeding that are local, suitable for natural ecosystems and with a nutritional value useful for improving the quantity and quality of the milk produced. ● Strengthening the networks of collective economic structures and actors of the SSE ecosystems at regional, national and international level, by promoting the capitalization and sharing of good practices between the collective economic structures of the three target regions and the promotion of dialogue with the ecosystems of the SSE. Au 23 janvier 2019, les organisations humanitaires ont enregistré 7 917 personnes déplacées dans la ville de Bangassou et 2 401 personnes au village de Niakari (16 km au nord de Bangassou). Un mouvement de retour massif est rapporté depuis le mois de Juin passé dans plusieurs villages de la sous-préfecture de Bakouma alors que les infrastructures de base peinent à offrir les services en santé et EHA. C’est le cas d’environ 950 personnes qui avaient quitté la ville de Lego (10 km à l’est de Bakouma) vers la brousse seraient déjà retournées dans ladite localité (OCHA Janvier 2019). Cette situation a eu comme conséquences une grave détérioration du bien-être physique des plus vulnérables avec une augmentation de la mortalité et morbidité dû à une santé précaire (Rapport d’activité de MDA). En plus de cela plusieurs formations sanitaires avaient été vandalisées et des agents menacés à l’exemple du centre de santé de Bakouma et qui a occasionnée l’arrêt des interventions de MDA temporairement. Cette situation a été confirmée par un rapport de réévaluation de besoin après intervention menées en Juillet dernier par MDA. Malgré l’intervention de MDA, dans le cadre du projet FH AS2 2018 et CORDAID à Bakouma et Rafai plusieurs FOSA sont restées sans appui avec une morbidité inquiétante et une crainte d’émergence d’une mortalité pouvant toucher les enfants et FE/FA ainsi que les personnes de 3ème âge, c’est le cas du CS Nzako et Banabongo (SP de Bakouma), Derbissaka et Guerekindo (SP de Rafai). Le Centre de santé de Nzako, est particulièrement touché avec un déficit notoire de moyen de fonctionnement alors qu’elle couvre une population estimée au moins à 7379 habitants (Données du DS).\n\nC’est en réponse à ce gap que ce financement FH pourra offrir une assistance médicale aux populations de Bakouma et Rafai et apporter un appui WASH de manière intégrée à Bakouma. \nCe financement pourra agir sur les axes suivants: (1) Appui à l’offre de soin de santé de base y compris la santé mentale, (2) Appui à la vaccination de routine (3) la surveillance épidémiologique à base communautaire et dans les FOSA. \nEn EHA (4) Aménagement des infrastructures WASH dans les FOSA (Construction des Latrines, renforcement des capacités de stockage d’eau et mise à disposition des dispositifs lave main) (5) Mobilisation communautaires et sensibilisation sur les PFE et les bonnes pratiques en matière de WASH. \n\nC’est ainsi, MDA compte réaliser : 7168 Consultations curatives gratuites en faveur de toute la population - vaccination de 930 enfants de moins de 5 ans au PENTA 3  16 prestataires de soins de santé et l’équipe cadre l’ECD seront formés sur l’ordinogramme de soins, la surveillance épidémiologique 382 accouchements assistés par un personnel qualifié sont réalisé dans les différentes FOSA  765 FEFA sont sensibilisées sur les PFE  5 FOSA sont appuyées par le projet, 100% des victimes de viols sont pris en charge dans les 72H. \nEn WASH, 5 latrines serons construite dans les FOSA (Nzako, Banabongo, Dembia, Gerekindo et Derbisaka), 5 comités de gestion d’eau et d’hygiène, et les CGL seront formés dans les différentes aires de santé, 2491 kits d’hygiènes seront distribués au cours des CPN1 aux femmes enceintes, \nLa stratégie de sortie de ce projet est basée sur le maintien d’une équipe réduite de MDA pendant 3 mois avec une donation d’un lot de médicaments et passation avec les COGES et les comités d’eau et hygiène. A la fin de ce projet, 5 FOSA renforcées et les communautés de ces 05 FOSA travailleront en synergie avec FOSA pour la poursuite des activités communautaires. Parmi le 10 694 cas pris en charge, il y avait 4799 cas de paludisme soit 45%  2050 cas d’Infections Respiratoires Aiguës (IRA) soit 19% et 630 cas de diarrhée soit 6%.  \nBien que le financement de la première Allocation à Obo visait les interventions d’ordre sanitaires, la prise en charge des cas de Malnutrition se faisait tout au long de la mise en œuvre du projet et a permis de prendre correctement en charge 816 souffrants de la Malnutrition Aiguë Sévère dont 30 présentant une complication Médicale et 1275 souffrant de la Malnutrition Aiguë Modérée.\nLa tendance étant en hausse avec 32 enfants MAS admis en Juin, 51 enfants admis en Juillet, 102 enfants admis Août et 232 enfants admis en Septembre 2019.\nDurant cette présente Allocation, les cliniques mobiles seront étendu à un rayon de 20 Km autour de Zemio sur les axes Zemio-Obo, Zemio-Rafai et Zemio-Djemah couvrant les villages (TABAN, KOUMBOLI, BIRO, TAMBOURA et BANGASSA ZAKARA). On fait remarquer que les déplacés continuent d'affluer vers la commune de Zemio jusqu'à l’heure en petit mouvement plus particulièrement au niveau du site Peul, nécessitant l'extension des interventions pour une certaine période. Considérant la période de juin à Septembre, 272 enfants MAS pour 1101 enfants MAM sont admis dans le programme de PEC avec une moyenne mensuelle de 65 enfants. En matière d’Eau, Hygiène et Assainissement, il y’a nécessité d’appuyer la promotion des bonnes pratiques d’EHA dans les Sites de déplacés au niveau des 3 communes.\nLe projet de 6 mois permettras de prendre en charge 1252 enfants (Filles et Garçons) présentant une MAS, 1578 enfants (Filles et Garçons) présentant une MAM et 250 Accompagnants des enfants MAS avec complications Médicales à l'UNT de OBO auront une alimentaire et verront leurs transports remboursée. Préventivement, 3160 enfants de 6-59 mois seront supplémentés en VIT A et 2805 seront déparasités à l'Albendazole. 2448 FEA seront également sensibilisées sur l'ANJE. Le Renforcement de capacité sur la PECIMA sera mis à contribution à l'endroit de 30 Agents de Santé et 35 RECO. Au niveau communautaire, 18 démonstrations culinaires seront conduites et 330 VAD seront réalisés durant l’implémentation du projet. 60% des Nouveaux Nés seront mis au sein dans l'heure qui suit la naissance. Grace  à la mobilisation des RECO de l'ONG MVAD, il est attendu que 30% des enfants soient exclusivement allaités au sein et 80% dont l'age varie en 20-24 mois soient toujours allaités au sein. Dans la même dynamique, 20 326 personnes Déplacés Internes et Retournés seront sensibilisés sur la notion d’hygiène de bases et bénéficieront des Kits d’hygiènes.\nLa stratégie de sortie sera axée sur la dotation en intrants, les médicaments pour la prévention et le traitement systématiques puis la mise en place d'un comité de suivi et de gestion pour assurer la continuité de l'offre des soins aux cibles. Ces conflits qui ont plusieurs morts sont nés suite aux vols récurrents des bœufs par les jeunes de la communauté en lien avec les Anti-Balaka. En représailles, les éleveurs peuls armés appuyés par les éléments de l’UPC ont à une époque très récente, investi les petits villages qui environnent la ville de Zangba et de Satéma. Ces attaques ont été à la base des déplacements massifs des populations des zonez rurales vers les grandes agglomérations et certaines personnes ont trouvé refuge sur le sol Congolais de la RDC. Dans le rang des personnes déplacées, on rencontre en surnombre des femmes et des enfants en âge scolaire. Les conséquences de ces conflits sur les enfants en âge scolaires sont assez déplorables, les enfants et leurs parents vivent très loin de leur cadre habituel de vie et les écoles sont fermées il de cela trois (03) années consécutives, les structures d’accueil sont vandalisées par les groupes armés et le matériels didactique pillés. On note le manque d’Enseignants qualifiés pour assurer un encadrement de qualité et le vide est comblé par les Maitres-parents qui ne sont pas formés et ne reçoivent pas de soutien des parents d’élèves. Au regard de cette situation, il y a lieu de répondre urgemment à ce besoin d’éducation des enfants dans cette zone tout en mettant en place un dispositif de prise en charge psychosociale des enfants affectés par ces conflit afin qu’ils reviennent à l’école et suivre les cours dans un environnement protecteur. \n\nCe projet sera axé autour des objectifs essentiels ci-après: \n\n1) Mobilisation communautaire pour la réouverture des écoles publiques non fonctionnelles dans les zones de crise et d’accueil en offrant le paquet complet de l’éducation en situation d’urgence, afin de permettre aux enfants déplacés et retournés d’avoir accès à un encadrement de qualité\n\n2) La formation Maitres-parents et la dotation en matériels didactiques sera l’une des activités très importante pour un encadrement pédagogique de qualité\n\n3) Distribution des kits scolaires aux élèves et matériels didactique aux Enseignants.","commitment":100002.2,"spend":100002.2,"commitment_eur":90487.98,"spend_eur":89704.2,"commitment_gbp":77608.62,"spend_gbp":77927.24,"commitment_cad":132383.38,"spend_cad":135344.56,"flags":0},

Face à cette situation, ce projet vise à appuyer  2500 ménages vulnérables parmis les déplacés, les rapatriés/retournés en les dotant des intrants agricoles maraichers pour la relance de la production agricole. En outre ils bénéficieront d'un accompagnement technique à travers la formation et un suivi régulier du processus de production. L’intervention ciblera directement 2 460 ménages (14 760 personnes en raison de 6 personnes par ménage) dans la Basse Kotto et Rafai par un appui en production agricole, et par un transfert monétaire dans les pôles urbains de la Basse Kotto.\n\nLes dynamiques démographiques, surtout le déplacement, le retour, et la rapatriation exercent une pression énorme sur le peu de moyens de subsistance de la population hôte de la Basse Kotte et Rafai. L’instabilité et le manque de semences demeurent dans cette zone des obstacles majeurs à la production agricole et à l’accès à l’alimentation. En effet, la présence des groupes armés empêche les ménages d’accéder pleinement à leurs champs et rend difficile l’échange commercial avec d’autres localités. Le peu d’accessibilité des produits les rendent très chers, entrainant de fortes problématiques d’accès alimentaire pour les ménages les plus vulnérables. \n\nCette action d’urgence vise tout d’abord à sauver des vies et à répondre à des besoins urgents en sécurité alimentaire aux populations les plus vulnérables dans la Basse Kotto et Rafai. Pour ce faire, les équipes d’ACTED procèderont à des distributions d’intrants maraîchers et des formations aux bonnes pratiques agricoles avec un suivi régulier, ainsi qu’à des activités de transferts monétaires dans les localités de la Basse Kotto où il y a un marché fonctionnel et une capacité d’absorption. Les principaux bénéficiaires touchés par cette intervention seront les ménages déplacés, retournés, et rapatriés, ainsi que les ménages issus de la communauté hôte et vulnérables. Le financement sollicité pour cette 2ème allocation contribuera à la réalisation du maraîchage à travers  l'identification l' accompagnement technique des menages bénéficiaires ciblés.\n\nLa sous-préfecture de Gambo a connu une détérioration significative de sécurité alimentaire depuis décembre 2012 en raison des affrontements entre les groupes armés (Seleka et Balaka). Les cycles des violences qui ont marqué ces zones au cours des conflits ont perturbé les activités agricoles (pillages, perte des réserves agricoles et difficulté de produire). La fourniture de kits semences maraichères de 5 spéculations telles que amarante, chou pommé ou laitue, épinard, gombo, carotte ou tomate et de kits outils aratoires comme houe Ceylan, houe Linda, râteau, pelle carrée,  arrosoirs en plastique de 12 litres permettra aux bénéficiaires sélectionnés de restaurer leurs moyens de subsistance et la production agricole d'urgence à cycle court pour l’amélioration de la sécurité alimentaire et nutritionnelle avec un gain de revenu par la vente du surplus de la production.\n\nCe projet de sécurité alimentaire vient en relais aux projets en santé et nutrition que COHEB a mis en œuvre dans ces différentes zones ciblées depuis début 2017 dans le cadre des allocations du FH- \n\nLes activités qui seront développées lors de la mise en œuvre de ce projet consisteront à : \n(i) L’acquisition des kits de production agricole,\n(ii) L’identification des villages d’intervention et sensibilisation des autorités locales et des communautés \n(iii) L’identification et sélection des ménages vulnérables bénéficiaires et d’autres groupes cibles spécifiques (victimes de VBG, PVIH/SIDA, handicapés) en collaboration avec les leaders communautaires, les autorités, les communautés concernées dans le cadre d’une approche communautaire participative. \n(iv) L’organisation des sessions de formation à l’endroit des bénéficiaires selon l’approche « Champ-Ecole-Producteurs (CEP) » sur les itinéraires techniques de production des cultures maraichères, la protection des cultures et la récolte,\n(v) L’identification des délégués endogènes et des sites d’implantation des Champs Ecoles Producteurs (CEP)\n(vi) Appui-conseil par accompagnement technique des ménages bénéficiaires,\n(vii) Suivi des ménages bénéficiaires et évaluation de l’impact des activités dudit projet.\n\n Ainsi, la mise en œuvre de ce projet permettra d’atteindre 2500 ménages dont 1000 dans la localité de Gambo et 750 dans la localité de Pombolo et 750 dans les localités sur l'axe Gambo-Pombolo","commitment":213175.03,"spend":213175.03,"commitment_eur":192893.53,"spend_eur":194107.06,"commitment_gbp":165438.55,"spend_gbp":165146.31,"commitment_cad":282202.1,"spend_cad":285575.4,"flags":0},

En effet, en 2019, un groupe armé a fait son entrée dans ladite sous-préfecture. Ce qui a provoqué une résistance des populations locales, ce qui a donc conduit à plusieurs morts dans des combats très violents. Plus de 25000 personnes se sont réfugiées vers le Tchad et d'autres au fond de la brousse. Après la signature de l’accord de l'Accord de Khartoum le 6 février 2019, il y a eu une accalmie qui s'observe et des braves commencent à regagner leurs villages mais ne peuvent plus retrouver leurs moyens d'existence et leurs maisons, qui pour la plupart sont incendiées. Leur situation reste encore précaire même en étant dans leurs villages d’origine. En réponse, AFEB a déjà engagé une réponse à travers ses activités de relèvement économique des communautés (déplacées, retournées et les familles hôtes) à travers les activités de THIMO et structuration des groupements grâce à la première allocation Fond Humanitaire 2019.\nEn effet, l'identification et la sensibilisation des ménages, par quartier/village et la formation des bénéficiaires maraichers sur les parcelles de démonstration y compris la distribution des kits maraichers seront réalisées dès le premier mois. L’appui-conseil des ménages se fera durant toute la durée du projet.\nLe résultat attendu du projet est le suivant : Des intrants  maraichers sont fournis, ainsi qu’environ 50 hectares qui produiront près de 300 Kg de production maraîchère. Les 300 tonnes de maraicher renforceront la capacité alimentaire à 1250 IDP et les familles d’accueil en insécurité alimentaire. Nous comptons apporter une assistance aux 750 ménages vulnérables soient plus de 3750 personnes en raison de 5 personnes par ménages. Ces bénéficiaires ciblés sont composées à 60 % de femme et 40% des hommes. Ces groupements sont spécialisés dans la production et la transformation produits agricoles locaux, 47 groupements mixtes (100 ménages) travaillant dans de différents domaines de l’agriculture comme base de l’entreprenariat y compris le maraichage et le petit élevage 4 groupements de jeunes œuvrant dans le domaine de petits métiers AGR petit Commerce fabrication de savon saponification, fabrication du pain local à base du maïs et de l’huile à base d’arachide. L’ONG KODE TI KWA a avait identifié et formée l’ensemble de ces groupements enfin d’augmenter leur capacité de production. Avec cet appui 150 ménages, 100 individus œuvrant dans les AGR de transformation et la commercialisation des produits agricoles ayant perdus leurs actifs 100 jeunes à risque bénéficieront des activités de cash for work à réaliser dans les parcelles maraichères et agricoles des groupements afin d’assurer immédiatement leurs besoins alimentaires et leur survie pour un véritable retour à la terre. KODE TI KWA travaille actuellement avec les associations villageoises présentes dans la localité organisation des femmes d’OBO, Association des handicapés d’OBO , association des jeunes d’OBO qui interviennent dans le domaine de l’Agriculture et maraichage pour développer l’approche de sécurité alimentaire par distribution des intrants supplémentaires en vue d’encourager et de sensibiliser les groupements et les jeunes pour un retour effectif à la terre avec une perspective d’éviter à la jeunesse d’avoir recours à des stratégies de survie négatives et d’injecter de fonds sur le marché local pour la reconstitution des moyens de production de ces groupements un retour à la terre. Ainsi, le projet compte renforcer la cohésion sociale sur les sites déplacés par la sensibilisation et la redynamisation des mécanismes communautaires sur la paix, la consolidation de la paix et la stabilisation communautaire.\nUn accent sera mis sur l’importance du travail des humanitaires. Le projet mettra un accent particulier sur la sensibilisation des populations sur les droits et principes humanitaires pour éviter les cas de vol, de vandalisme et de pillages des bases des ONG.\nLe caractère intégré de la sécurité Alimentaire et transversalité de l’intervention sur les sites des déplacées à OBO, aidera aussi à réduire les tensions communautaire et déplacement vers la ville pour se ravitailler ainsi que des menaces de protection auxquelles sont exposées les communautés dans cette zone où la présence des groupes armés crée une situation d´instabilité, d´insécurité et de perte totale ou partielle des moyens de production à répétition. Ces interventions en cohésion sociale contribueront également à créer un climat de paix pour la mise en œuvre des activités de relèvement socioéconomique, puisque le niveau de compréhension sur les conséquences des conflits d´un bon nombre de population bénéficiaire à OBO et les trois axes. \nEn effet, le projet vise à restaurer la sécurité alimentaire tout en soutenant et renforçant la résilience des bénéficiaires et leur communauté. La sous-préfecture des M’brés n’a pas été épargné non plus de cette situation.\n      En effet, depuis le repli savamment planifié de l’ex-coalition rebelle Séléka dans la préfecture du centre (NANA GRIBIZI) avec l’appui de la MUNISCA, l’axe routier Kaga-Bandoro M’brés a été toujours sous le contrôle du groupe armé Anti-Balaka. Craignant pour leur vie, les communautés chrétiennes et les communautés musulmanes ne se fréquentent plus entre eux pour faire des échanges économiques comme auparavant.\n     Or, les éléments de l’ex-coalition Séléka ont toujours rêvé d’ouvrir de force l’axe M’brés Kaga-Bandoro afin de leur permettre d’avoir un total contrôle de la sous-préfecture. Ce qui fait entraînais des conséquences humanitaires considérables sur les populations. De même, cette situation a provoqué des vagues de déplacements des populations dans les différents endroits Dékoa et Mala dans les familles d’accueil ayant tous perdus leurs moyens d’existence. C’est une situation connue du commandement de la MINUSCA de Kaga-Bandoro  les contingents pakistanais basé aux m’brés et le CMP de Mars 2019. D’une manière générale dans la sous-préfecture des M’brés, ces retournés limitent la possibilité de mener leurs activités agropastorales qui constituent la principale source d’approvisionnement alimentaire et de revenu aux ménages. \n       D’ailleurs, il y a une hausse généralisée des prix des denrées alimentaires de base dans les localités. Outre que les hausses des prix, l’offre de ces produits n’arrive pas à satisfaire les besoins de consommation. Ce qui risque de priver les ménages vulnérables retournés de l’accès à la nourriture en quantité et qualité  leurs capacités de production étant réduite, ils pourraient être amenés à développer des mécanismes d’adaptation négative. \n       Pour contribuer à la résilience et la crise alimentaire dans les zones de retour. L’ONG ADV s’engage à assurer au moins 900 ménages vulnérables des M’brés et 700 ménages vulnérables sur l’axe Dékoa-Mala en situation de rupture des semences maraîchères qui seront fournis par la FAO aux bénéficiaires direct de ces localités ciblées : -Centre M’brés= 15 quartiers  Axe K/Bandoro= 12 villages sur un rayons 20km  Axe Bakala= 4 villages sur un rayan de 8km et Axe Koukourou= 3 villages sur un rayon de 7km  Dékoa-Centre, Mala-Centre, axe Mala-Tilo, Mala-Takidji, axes Dékoa Daya, Dékoa Guifa et Dékoa Goû. Les qualités des formations seront assurées par un agronome recruté comme chargé des programmes du projet et un expert de suivi évaluation de la FAO sur le programme d’urgence. \nLa participation communautaire se fera avec le travail conjoint des comités locaux qui adresseront les problématiques de gestion de plainte durant la période du projet.\n       La mise en œuvre de ces activités sera l’occasion d’une interaction favorisant la cohésion sociale, la tolérance, l’esprit d’équipe, de consolidation de la paix et de cohésion sociale entre les populations ciblées aux centre M’brés, et dans les différentes villages sur les axes des M’brés et Dékoa-Mala de jouir de leur droit à la vie et accès à la nourriture de base équilibrée et nutritionnelle.","commitment":141804.95,"spend":141804.95,"commitment_eur":128313.62,"spend_eur":127081.53,"commitment_gbp":110050.445,"spend_gbp":111189.766,"commitment_cad":187722.06,"spend_cad":191426.6,"flags":0},

Ceci implique le renforcement de leurs moyens d’existence, l’augmentation de leur capacité de production alimentaire, à travers la distribution des kits agricoles d’urgence. Le ciblage des bénéficiaires s’effectuera dans le cadre d’une approche communautaire participative.\nL’assistance contribuera aux objectifs stratégiques du HRP 2019 : (i) Sauver des vies : les populations affectées ont accès à une assistance d’urgence intégrée assurant leur survie en préservant leur sureté et leur dignité  (ii) Respecter les droits fondamentaux : la protection des populations affectées et à risque de violations de droits humains est renforcée  et (iii) Préserver la dignité humaine : les populations affectées et à risque ont un meilleur accès à des services sociaux de base renforcés et leurs mécanismes de subsistance essentiels sont préservés.\nLa durée du projet est de huit mois. Elle permettra de réaliser l’ensemble des activités retenues. L'identification et la sensibilisation des ménages sera réalisée dès le premier mois. La distribution des kits de maraîchage se fera dans les trois premiers mois. L’appui-conseil des ménages s’effectuera durant toute la période du projet. \nLe principal résultat attendu du projet est le suivant : Des kits maraîchers sont fournis, pour générer une production alimentaire estimée de 3 000 tonnes de légumes et renforcer leur capacité alimentaire, à 10 000 ménages vulnérables (PDI, retournés et familles hôtes), affectés par les conflits et qui se trouvent en situation d’insécurité alimentaire grave dans les zones prioritaires retenues. Les activités à développer consistent à : (i) Identifier les villages d’intervention et sensibiliser les autorités locales et les ménages bénéficiaires  (ii) Identifier et sensibiliser les 10000 ménages vulnérables à travers une collaboration avec les autorités, les communautés concernées, les ONG partenaires retenues et les membres des autres clusters soutenant la réponse globale apportée par le FH dans ces préfectures priorisées  (iii) Acquérir et distribuer, à travers les ONG partenaires, les kits maraîchers aux 10000 ménages vulnérables sélectionnés  (iv) Organiser et faciliter des sessions de formation des bénéficiaires à l’utilisation des kits maraîchers distribués  (v) Assurer l’appui-conseil des ménages bénéficiaires  (vi) Assurer la supervision des partenaires et le suivi-évaluation des activités  (vii) Identifier les délégués techniques endogènes et les sites d’implantation des Champs Ecoles Paysans (CEP)  (viii) Former les délégués techniques endogènes afin d'animer les sessions CEP  (ix) Accompagner les bénéficiaires lors des sessions CEP.\nLes zones priorisées font partie des zones en phase d’urgence. La FAO achètera et transportera les kits agricoles jusqu’à ses Hub (Bangui et Bambari) et veillera à leur qualité. Les ONG partenaires assureront le transport secondaire jusqu'aux bénéficiaires. Les techniciens de la FAO en synergies avec ceux de l'ACDA formeront ceux des ONG sur les itinéraires techniques des cultures maraîchères fournies. L’implication de l’ACDA, des autorités locales et des partenaires permettra d’assurer l’accompagnement des bénéficiaires à la fin du projet. A travers ce projet, COHEB va renforcer l’offre des soins curatifs, de santé mentale et de santé reproductive d’urgence aux populations déplacées vivant dans les communautés hôtes et retournées, déparasiter et supplémenter en vitamine A les enfants de 6 -59 mois, renforcer la vaccination de routine dans les FOSAs ciblées et renforcer les activités de l’ANJE dans les communautés à travers la promotion, l’éducation et la sensibilisation  des familles pour éviter détérioration totale de la malnutrition \nDans la zone d’Ippy, COHEB va offrir les soins curatifs, et de santé de la reproduction d’urgence aux populations déplacées et leur communauté d’accueil, assurer la vaccination, former le personnel de santé, approvisionner régulièrement les 7 FOSAs en médicaments et consommables essentiels, grâce aux stocks qui proviendront de l’OMS et UNICEF, appuyer au référencement des cas et renforcer la surveillance épidémiologique.\nCe projet offrira également une prise en charge médicale des survivantes des violences basées sur le genre (VBG) ainsi qu’un appui à l’offre des services de Santé Mentale dans les 02 zones ciblées à travers le renforcement des capacités (sensibilisation de la population et  formation du personnel de santé sur les manifestations psychopathologiques des troubles mentaux et des pathologies spécifiques associées ainsi que les maladies du mhGAP) et la prise en charge psychologique des populations vulnérables présentant des problèmes de santé mentale, troubles mentaux sévères, neurologiques et des usagers des drogues et substances diverses dans les zones ciblées.\nAinsi, dans la S/P de Satéma, ce projet permettra d’atteindre :\n618 enfants souffrant de MAS\n802  enfants Souffrant de MAM\n12215 personnes (enfants et adultes) dans le besoin en consultations curatives pour paludisme, diarrhée et infections respiratoires aigües. \n  980 femmes enceintes et  femmes allaitantes\n1785 enfants dans le besoin de la vaccination de routine\n7600 personnes dans le besoin de sensibilisation \n7425 enfants de 6 – 59 mois dans le besoin du dépistage de la malnutrition les populations des aires de santé couvertes par ce projet.\n2083 enfants de 6-59 mois à supplémenter en Vitamine A\n\n1742 enfants à déparasiter à l’albendazole\n\nDans la zone d’Ippy, et sur les axes (Seko, Bria, Ndassima)\nLe projet couvrira 12,101 personnes qui auront accès aux services de soins de santé en stratégie fixe et mobile dans les sites des déplacés et dans les communautés. Bien que la situation sécuritaire soit relativement calme, la présence de ces groupes armés dans la zone reste une préoccupation majeure de certains habitants’ qui ont quitté leur lieu d’habitation. On note de maniéré récurrente des incidents sécuritaire en liens avec cette groupe armée qui contrôlent la localité avec le plus souvent des conséquences sur le déplacement de la population ou limitation d’accès humanitaires. \nLe calme qui prévaut depuis un certain temps favorise de plus en plus un retour massif des populations qui s’étaient réfugiés au cameroun.\nSuite à une évaluation multisectorielle réalisée par ARS dans la sous-préfecture d’Amada Gaza mettant en évidence des besoins en santé et nutrition, ARS a bénéficié d’un financement des fonds humanitaires première allocation 2019 qui devrait prendre fin le 14 Novembre 2019, pour une réponse en santé et nutrition ciblant le poste de Santé de Ngambi, le CS d’Amada Gaza, et le CS de Gbambia ainsi que les axes Amada Gaza- Daté, Amada Gaza- Nao et l’axe Gbambia-Dilapoko. Cependant, le projet n’a pas pu assurer la couverture de la Sous-Préfecture sur le plan sanitaire à 100% compte tenu du budget et de temps alloué à ce projet. Vu la durée du projet, l’étendue de la sous-préfecture et les besoins identifiées ne pouvaient être couverts surtout que plusieurs formations sanitaires restent non fonctionnelles avec l’existence de certains groupes armés tel que les 3R qui sont toujours présent dans la zone.\n\nLa proposition d’ARS soumise, s’inscrit dans une logique de continuité du projet d’urgence d’ARS (après la fin de la première allocation standard des FH/RCA 2019) pour contribuer d’une part à la réduction de la mortalité infanto-juvénile liée à la malnutrition aiguë , aux maladies infantiles, aux maladies hydriques et d’autre part à la réduction des cas de décès maternels et des cas d’urgence vitale à travers la mise en œuvre d’une réponse santé et nutrition dans la sous-préfectures d’Amada Gaza y compris les axes Amada Gaza-Daté, Amada Gaza-Abba Amada-Gaza-Nao, Axe Gbambia-Mbitié, Gbambia-Dilapoko via Biena 2 et Gbambia-Dilapoko via Noufou. Le paquet des interventions est composée de :\n- Un appui à la prise en charge en nutrition et en soins de santé primaire des enfants de moins de 5 ans et des femmes enceintes et allaitantes en stratégie fixe dans 4 structures sanitaires dont le poste de santé de Daté, le CS d’Amada Gaza, le Poste de Santé de Ngambi et le CS de Gbambia. IMC UK will engage IMC to implement its programs in the field, with IMC UK oversight, according to the terms and conditions of any agreement that results from this proposal and the terms of the parties’ administrative service agreement. IMC maintains a branch office in Croatia, that provides administrative and operational support to IMC UK and to the programs on the ground, including but not limited to financial management, procurement management/international procurements, and logistics.\n IMC has been operating in Vakaga prefecture since 2007, providing basic primary health care including nutrition. Currently IMC has received funding from CAR EU Trust Fund (Bekou) for 24 months (from August 2018 to June 2020) to provide services in 20 health facilities in the Vakaga health Districts, working with the MOH, strengthening the health system through capacity building of the Health District Senior Management Team. \nWith funding from HF, IMC intends to implement this project over a seven-month period, in Birao town, providing integrated services to estimate 11,812 displaced people as response to the armed conflicts that occurred in September 2019, and currently living in MUNISCA IDPs site (10,000 IDPs), and estimate 1312 persons located at Birao airstrip in addition to 500 people living with host families in Birao town. At present, under the Bekou funding IMC set up a clinic in the MUNISCA IDPs site in Birao to provide basic primary health care and emergency nutrition services. For the current acute phase of the emergency, IMC is providing minimum health and nutrition services in the IDP camps in Birao, therefore, HF funding is requested to continue the provision these emergency services in coordination with respective clusters:   \nHealth: provide life-saving primary healthcare services that include basic RH services, vaccinations against preventable diseases, prevention and treatment of communicable diseases, referral to Birao Hospital and provision of disease surveillance services as well as awareness raising on communicable diseases \nNutrition: The proposed program falls within the key priorities of the Nutrition Cluster to provide treatment of acute malnutrition for children 6-59 months, pregnant, lactating women, and other vulnerable groups and an infant and young child feeding intervention. \nProtection: The protection sector will aim to prevent and respond to gender based violence (GBV) to save lives of survivors by providing medical services and psychosocial support to minimise the impact of trauma, raise awareness on the negative impact of GBV, conduct referrals to clinical treatment, encourage and train communities on the importance of respecting the 72 hour period benchmark to seek treatment to reduce rape impact and provide training on GBV concepts and psychological first aid.  Women friendly spaces will be set up to provide access information and services. Il vise à réduire la morbidité et la mortalité liées à la malnutrition et aux maladies courantes chez les enfants de moins de 5 ans à travers l’amélioration d’accès aux soins curatifs de qualité y compris la santé mentale et la référence/contre référence des urgences vitales, accès aux soins de santé sexuelle de la reproduction y compris la prise en charge médicale des cas de viol, Accès aux soins préventifs et promotionnels y compris la surveillance des maladies à potentiel épidémique et à la disponibilité de l’eau potable voire des pratiques de WASH viables aux populations.AHA prévoit la mise en œuvre des soins de santé de base ainsi que le dispositif minimum d’urgence en santé de la reproduction (SR) des populations affectées par les conflits armés dans la zone de Maloum, Agoudoumanga et à Mobaye et ses axes. Le projet sera également axé sur le dépistage des cas de la malnutrition aiguë, la prise en charge intégrée de MAS dans les UNTA/UNT dans les SP de Mobaye et de Zangba. Ce projet contribuera à l’atteinte des objectifs des Clusters Santé/Nutrition et WASH de la RCA. Suite au contexte sécuritaire volatile dans les zones d’interventions, AHA compte mettre en place une stratégie mobile dans les localités où il n’y a pas de structure de santé et l’approche fixe dans les FOSA contenant des Centres de Santé (CS)/Poste de Santé (PS) et hôpitaux. En effet, cette stratégie permettra à toutes les communautés d’accéder aux soins de santé de base, aux services nutritionnels et aux services WASH de qualité. \nAHA mettra en œuvre les activités nutritionnelles dans les SP de Mobaye, Zangba, où elle compte appuyer 14 FOSA dont 7 dans la SP de Mobaye (Polonda, Serenga, Langandji, CS Urbain de Mobaye, Hôpital de Mobaye, Boulangba et Bangui-Kette), 7 dans celle de Zangba (Zangba publique, Ngaza,PS Mbelingoa, PS Bandakoloyangba, CS Ndoukou-Mahinge, PS Malebasa et Andjikapa) et 4 sites de cliniques mobiles sur les axes Mobaye-Zangba-Yabongo. Elle offrira la prise en charge nutritionnelle aux 1445 enfants (694 garçons /751 filles) malnutris aiguës sévères dans les UNTA/UNT et des cliniques mobiles (SP de Mobaye-Zangba), prendra également en charge 2070 enfants MAM dans en UNS.\nDans le cadre de la santé, ce projet sera exécuté dans 19 FOSA dont 7 dans la SP de Mobaye (Polonda, Serenga, Langandji, CS Urbain de Mobaye, Hôpital de Mobaye, CS Boulangba et CS Bangui-Kette), 7 dans la SP de Zangba (CS Zangba publique, CS Ngaza, PS Mbelingoa, PS Bandakoloyangba, CS Ndoukou-Mahinge, PS Malebasa et PS Andjikapa) et 5 dans la SP de Bambari (CS Maloum, CS Agoudoumanga, PS Gotchele, PS Biade et PS Andjou). En effet, 19 390 (4941 filles, 4560 garçons, 5142 femmes, 4747 hommes) personnes bénéficieront de la consultation curative dans les FOSA de Mobaye, Zangba et Bambari. Il s’agit des  sous-préfectures d’Amadagaza, Ippy, Bambari (Seko, Tagbara, Maloum, Agoudou Manga), Mobaye, Zangba,  Kembé, Satéma, Rafai (postes de santé de Mabo, Guérékindo amp Derbissaka), Bakouma (cliniques mobiles sur les axes et CS de Nzako) et Birao.  \nLes activités essentielles du ce projet consisteront d’une part à l’acquisition et acheminement des kits sanitaires d’urgence et des médicaments de santé mentale dans les formations sanitaires et aux équipes mobiles de santé et d’autre part au recrutement d’un consultant international pour l’appui à la supervision/suivi de l’utilisation de ces médicaments. Ce consultant international donnera également un appui à la coordination des interventions des partenaires de cette allocation en complément des actions du co-facilitateur. L’approvisionnement en kits sanitaires d’urgence et médicaments de santé mentale sera fait en collaboration  avec le cluster logistique et les partenaires du secteur santé œuvrant déjà dans ces zones ciblées et permettra de couvrir les besoins d’ environ 100 000 personnes pendant 6 mois. Cet approvisionnement en kits sanitaires d'urgence sera précédé du briefing des responsables des formations sanitaires bénéficiaires sur le contenu des différentes composantes des kits.
